Does this extract a whole color palette from the image?
No — this tool picks the exact color of a single pixel you click, not an automatic palette. If you want a palette to work from, generate one from a base color (including a color you've picked here) with Color Palette Generator.
Is the color exact, or an approximation of what I see on screen?
It's read directly from the image's own stored pixel data, not sampled from your screen's rendering — so it isn't affected by your display's color calibration or scaling the way a screenshot-based eyedropper can be.
What's the magnifier loupe for?
It shows a zoomed-in view of the exact area under your cursor before you click, so you can land on the precise pixel you want — especially useful for small details or busy images where a single pixel is hard to target at normal size.
